01 Background

The assets are there.
But they aren't connected.

A station, historic assets, a shopping street, a waterfront. Each on its own is a reason to visit — yet visitors never make it to a second or third destination. It's a pattern that repeats across regional city centers.

The department responsible was aware of the problem. But it couldn't translate the sense that "somehow it's hard to walk here" or "people just don't flow through" into language that would hold up in a budget request or a council briefing. With no basis for prioritizing improvements, the only option was to address whichever location generated the loudest complaints first. Changing that was the starting point for this engagement.

02 Way of thinking

Hard-to-walk streets
always have a structural cause.

How well a town circulates isn't decided by visitors' willingness alone. What's visible from where, where the parking is located, how street widths change — physical conditions govern a large share of how people actually move.

Don't let intuition
stay just intuition.

We quantified those conditions one by one. Once you attach numbers to what had only been described as a feeling, priorities fall into place naturally. Where an investment will have the greatest effect becomes something you can show through calculation, not argument.

03 Methods used

Four analyses, read together.

No single metric can capture a town's complexity. Only by layering analyses of different kinds does the underlying structure come into view.

04 Connection to research

Research already tells us
where to intervene to get things moving.

Our CEO researched, at Kyushu University Graduate School, the process by which small independent shops and creators naturally cluster together. Comparing multiple areas revealed a consistent pattern: distinctive shops gather wherever there is room to try something cheaply and at low risk.

Because of this knowledge, we can turn the vague goal of "creating vibrancy" into a concrete sequence: which vacant properties, of what scale, in which block, get filled in what order. We run the analysis not just to understand the current state, but to design that sequence.
